Constantine IV's Syracuse mint operated under chronic logistical strain — Sicily was among the furthest points from Constantinople in the Byzantine administrative network, and metal supply to provincial mints was frequently disrupted by Arab naval pressure in the western Mediterranean during this period. The Syracuse follis issues of this reign are notably inconsistent in flan preparation and strike quality, a known characteristic of the mint rather than individual piece variation.

Constantine IV spent much of his reign containing the first Arab sieges of Constantinople itself, 674–678, a crisis that left provincial minting a secondary concern at best.
