Not a legal tender issue by any definition. "Euroscout" tokens of this type were produced in the early 1970s as promotional or game pieces circulating within Dutch scouting circles, predating the actual Euro currency by nearly three decades. The "1 Euro" denomination is entirely notional — a speculative nod to European monetary unification that was still a distant political aspiration in 1972.
