Amatokos I ruled the Odrysian kingdom during a period of sharp contraction following the fragmentation that set in after Seuthes I — the realm had splintered among competing dynasts, and Amatokos held only a portion of the territory his predecessors once commanded. That political instability makes a bronze issue of this weight unusual; most fragmentary Thracian dynasts of the period struck little or no coinage at all, and the existence of a second type attributed to Amatokos suggests a more organized administrative apparatus than his diminished kingdom might imply.
