The Love Angel series from Cook Islands in the late 1990s was part of a broader wave of Pacific island nation commemoratives produced almost entirely for the collector and gift market, with Cook Islands lending its issuing authority to coins that had no practical circulation role whatsoever. Actual striking was contracted to foreign private mints, a common arrangement that gave small sovereign states royalty income while the minting risk sat elsewhere.
