Beschrijving voorzijde A short-term 5% treasury obligation (краткосрочное обязательство) of the State Treasury, issued at Omsk and dated 1 December 1918, with a double-headed eagle vignette at left within an ornate oval guilloche frame. Cyrillic text across the face specifies payment of five thousand roubles to the bearer on 1 December 1919 at the State Bank or its branches and offices. The denomination '5000' appears vertically at left with 'Руб. 5000.' at upper right, accompanied by manuscript signatures of treasury officials and a serial number at lower left.

The Second Siberian Provisional Administration occupied an awkward political position in 1918 — nominally autonomous, but already being absorbed into the broader anti-Bolshevik consolidation that would culminate in Kolchak's assumption of supreme authority in November of that year. This note predates that coup by months and belongs to the compressed window when Omsk was genuinely attempting to function as a regional government rather than a military directorate.

Printing locally in Omsk under wartime conditions meant quality control was inconsistent across the run. Paper supply was unreliable throughout the White-controlled Siberian territories, and notes of this series are known with significant variation in ink density and impression depth.
