The Second Provisional Siberian Administration's currency issues of 1920 belong to one of the most chaotic monetary environments in modern history — the final collapse of the White movement in Siberia. By the time these notes were authorized, Admiral Kolchak's government had already disintegrated, and the various successor administrations issuing currency held effective control over shrinking and shifting territory. Multiple competing paper currencies circulated simultaneously across the region, with exchange rates that were essentially fictional.
S870A is among the rarer survivors of this period, less because of careful preservation than because the political collapse overtook distribution entirely.
