Beschrijving voorzijde A 5% short-term obligation of the Siberian State Treasury, with the denomination 5000 roubles printed vertically at left within a decorative border. The central text in Cyrillic states that the bearer is to be paid five thousand roubles at the State Bank of Siberia and its branches on 1 November 1919, with the date of issue given as Omsk, 1 November 1918. A double-headed eagle vignette appears at left, with manuscript signatures of the Director of the Siberian State Treasury Department and the Chief Accountant below the main text.

The Siberian Provisional Government's treasury notes of 1918 emerged from a genuinely chaotic administrative situation: the anti-Bolshevik governments proliferating across Siberia after the Czech Legion's seizure of the Trans-Siberian Railway in May 1918 each needed functioning currency almost immediately. The "First Siberian Provisional Administration" designation on this note reflects an early phase before the Omsk Directorate consolidated authority — a consolidation that itself lasted only until Kolchak's coup in November 1918.

The 5000-rouble denomination was enormous for the period, a direct response to the inflation already ravaging Romanov and Kerensky-era roubles still circulating alongside these new issues. Multiple emission authorities meant that counterparty acceptance was never guaranteed even within Siberian territory.
