The Transcaucasian republics were brought under Soviet control between 1920 and 1921, and Azerbaijan's new Soviet government inherited a monetary situation close to collapse — the preceding Musavat republic had already inflated its currency severely. These high-denomination notes were a direct consequence: 5,000 roubles had become a routine transactional amount, not a large sum.

P#S713 falls within the short-lived period of Azerbaijan SSR independent note issue before the Transcaucasian Socialist Federative Soviet Republic subsumed the regional currencies in 1922. The "S" prefix in the Pick reference signals its status as a semi-governmental or transitional issue — Soviet in authority, but not yet fully integrated into the central emission system emanating from Moscow.
