Abulkhair Khan ruled the Junior Zhuz of the Kazakh khanate in the early eighteenth century and made the consequential decision in 1731 to seek Russian imperial protection — a move that set in motion the gradual absorption of the Kazakh steppe into the Russian Empire over the following century. Whether he acted out of pragmatism against Dzungar pressure or miscalculated the terms of Russian suzerainty remains debated among Central Asian historians.
