Komuch — the Committee of Members of the Constituent Assembly — controlled Samara for only a few months in the summer of 1918 after Czech Legion forces seized the city from the Bolsheviks in June. This note was issued during that brief window of anti-Bolshevik Socialist-Revolutionary government, one of the more ideologically distinct administrations to issue currency during the Civil War: neither Tsarist nor Bolshevik, but drawn from the democratically elected assembly that Lenin had dissolved at gunpoint in January 1918.

Komuch lost Samara to the White Army's Directorate in September 1918, ending its monetary authority after roughly three months.
