Julius Raab, Austrian Chancellor from 1953 to 1961, was the principal Austrian negotiator of the 1955 State Treaty that ended the post-war Allied occupation and restored full sovereignty to Austria. His willingness to accept permanent neutrality as the price of that agreement — a concession that split opinion domestically — proved decisive in breaking a decade of four-power deadlock. The commemorative was struck ten years after his death in 1964.
