The Semireche Region (Semirechye, or "Seven Rivers") in what is now southeastern Kazakhstan and northern Kyrgyzstan was one of the most isolated theaters of the Russian Civil War. Cut off from central Bolshevik supply lines and facing acute coin shortages, local Soviet authorities authorized their own provisional emissions in 1918 — a pattern repeated across dozens of peripheral regions simultaneously, producing the sprawling kategory of Russian Civil War locals that collectors now catalog under the "S" prefix.

Semireche issues are among the scarcer provincial emissions from this period, reflecting both low original print runs and high attrition in a region that changed hands repeatedly before Soviet consolidation.
