Torgau's officer prisoner-of-war camp, Festung Zinna, held Allied officers during the First World War under terms governed by the 1907 Hague Convention, which required detaining powers to provide pay commensurate with captured officers' rank. That obligation created the practical problem of circulating currency inside a secure facility — hence dedicated camp scrip, redeemable only within the wire and worthless outside it.
The Kommandantur issued these notes internally rather than through any banking authority. Denomination in Pfennig rather than Mark suggests this 50 Pfennig piece served everyday canteen transactions.
