Wattenscheid's municipal savings bank — the Sparkasse der Stadt Wattenscheid — issued this note in 1914 as part of the emergency small-change flood that swept German municipalities in the weeks following the outbreak of war. The hoarding of metal coins was immediate and severe; by late July and August 1914, silver and copper had effectively vanished from everyday commerce across the Reich. Local authorities, savings banks, and even private firms scrambled to fill the gap before the Reichsbank could respond with official Darlehenskassenscheine.

Wattenscheid at this date was an independent industrial city in Westphalia, not yet absorbed into Bochum — that annexation came only in 1975.
