San Marino's 1990 coinage program coincided with a particularly active period of the republic's internal political realignment, as the long-dominant left-wing coalition that had governed since 1978 began fracturing ahead of the 1992 elections. The "Democracy" series itself was part of a broader annual thematic coinage tradition San Marino adopted to generate philatelic-style collector revenue — a fiscal strategy the republic had refined since the early 1970s.
Circulation of San Marino issues within Italy was technically legal under the customs union agreements, though in practice these coins rarely left the collector market.
