Beschrijving keerzijde Plain buff paper reverse, entirely text-based and set in Gothic blackletter throughout. A two-line heading names the issuing municipality, followed by a paragraph explaining that Kassenscheine to a total value of 64,000 Kronen were issued to alleviate the small-change shortage, that they bear no interest, are accepted in payment by the Gemeinde Weissenkirchen until 30 November 1920, and are redeemable in legal tender between 15 and 30 November 1920; a warning that counterfeiting is punishable by law closes the text, and the printer's imprint "Paul Gerin, Wien, II." appears at the foot.

Weissenkirchen in der Wachau issued these Heller notes as Notgeld during the severe coin shortage that followed Austria's defeat in the First World War. The Austro-Hungarian currency system had effectively collapsed, and hundreds of municipalities across German-speaking Austria printed their own small-denomination emergency scrip between 1919 and 1921 to keep local commerce functional. Paul Gerin in Vienna was one of the busiest commercial printers serving this demand, producing issues for dozens of Gemeinden simultaneously.

The Jaksc/Pick suffix "Ic" indicates this is the third known variety within the series — likely distinguished by a signature, serial range, or paper stock difference from the earlier "Ia" and "Ib" emissions.
