Steyr's municipal notgeld of 1920 belongs to the second wave of Austrian local emergency currency — by this point the Stadtgemeinde was issuing deliberately decorative pieces aimed partly at collectors, a practice that had become commercially rational. The "Issue in colour" designation distinguishes this from earlier monochrome printings of the same denomination, reflecting a deliberate production decision rather than a variation caused by supply constraints.

Steyr was a significant industrial centre, home to the arms and bicycle manufacturer that would later become Steyr-Daimler-Puch, and the municipality had both the administrative capacity and the economic motivation to manage its own small-denomination liquidity during the postwar coin shortage.
