The Banque Centrale du Congo name itself dates only to 1997, when Laurent-Désiré Kabila renamed both the country and its central bank after seizing power from Mobutu. Notes issued under the new name in 2000 landed in an economy still recovering from the hyperinflation of the mid-1990s, when the old zaïre had collapsed so completely that the Congo franc was reintroduced in 1998 at a conversion rate of 100,000 old zaïres to one franc.

Printing at the Kinshasa Hôtel des Monnaies kept production domestic — a deliberate policy choice, though the facility's output quality has historically been uneven across different runs of this series.
