Sitting Bull — Hunkpapa Lakota leader, survivor of the Little Bighorn, and later a prisoner at Fort Randall — died in December 1890 when Indian Police attempted to arrest him at Standing Rock. The Cook Islands had no historical connection to any of this. By 1991, the island nation had become a prolific issuer of commemorative silver for the collector market, licensing foreign historical subjects as a revenue mechanism under its associated-state status with New Zealand.
