P#CS1 is a souvenir sheet rather than a circulating banknote — officially produced by the Central Bank of Belize but never intended for use as currency. The gold foil bonding process was a novelty format gaining traction among collector-issue items in the early 1980s, marketed heavily through philatelic and numismatic distributors rather than through normal banking channels.
Belize had only established its Central Bank in 1982, two years before this piece was produced. The timing matters: issuing a prestige collector item this early in the bank's existence says more about revenue generation than monetary policy.
