Issued to mark the opening of the new terminal at Dubai International Airport named jointly for Sheikh Zayed bin Sultan Al Nahyan and Sheikh Rashid bin Saeed Al Maktoum, though Rashid had died a decade earlier in 1990. The terminal's dedication reflected the political calculus of the federation — pairing Abu Dhabi's founding president with Dubai's builder-ruler, even posthumously, to reinforce union solidarity in a period when the UAE was still consolidating its federal identity.
