Martorell is a small town on the Llobregat river southwest of Barcelona, and like hundreds of Catalan municipalities during the Civil War, its council issued emergency fractional currency in 1937 to address the chronic shortage of Republican coins being hoarded or melted down. These local issues — collectively catalogued under the broader billetes locales framework — were authorized under the Generalitat de Catalunya's wartime monetary decrees, which gave municipal councils temporary authority to print their own small-denomination paper.

Survival rates vary sharply by municipality; smaller print runs and wartime destruction mean Turró-listed pieces from minor towns like Martorell are considerably harder to locate than equivalent issues from larger Catalan centers.
