La Seu d'Urgell sits in a geographically anomalous position — it is one of two co-princes of Andorra, a role held jointly with the French head of state, which made its municipal government's decision to issue emergency paper money during the Civil War an act carrying unusual symbolic weight. These local wartime emissions, known as "moneda de paper" or simply vals, proliferated across Catalonia from 1936 onward as Republican-controlled municipalities scrambled to replace coinage that had been hoarded or requisitioned.
