One of hundreds of emergency fractional notes issued by Catalan municipalities during the Spanish Civil War, when the Republic's central government could no longer guarantee small-change supply and local councils stepped in to fill the gap. The Consell Municipal de La Bisbal d'Empordà had the practical advantage of a local press — Imprenta Gispert — which kept production entirely within the town, a less common arrangement than sending work to Barcelona.
Turró's cataloguing of these municipal emissions remains the standard reference, and his numbering reflects just how prolific this phenomenon was across the region between 1936 and 1939.
