Creixell de Mar is a small coastal municipality in the Tarragona province, and like hundreds of Catalan and Spanish towns during the Civil War, it resorted to printing its own fractional currency after the Republican government's inability to keep small-denomination coinage in circulation created a practical crisis for local commerce. These municipal emergency notes — collectively known as "guerra civil locals" — were authorized under a 1936 decree that effectively handed monetary improvisation to anyone with a town hall and access to a printer.
Imprenta Sugrañes was a legitimate Tarragona commercial press, not a dedicated security printer. The lack of anti-counterfeiting measures on issues from this shop was essentially irrelevant — nobody was going to forge a 50-céntimos note redeemable only in Creixell de Mar.
