The Chambres de Commerce emergency notes of the early 1920s exist because the French state simply could not produce enough small-denomination coinage after the First World War. Metal had been consumed by the war economy, and the centime denominations that French commerce depended on daily vanished from circulation. Local chambers were authorized to fill the gap with paper, which they did with varying degrees of organization and staying power.
Gray and Vesoul share a chamber — and this note — because both towns fall within the Haute-Saône department. B. Arnaud in Lyon was one of the more prolific printers of these provincial issues, supplying multiple chambers across the region during the same period.
