North Korea's commemorative silver program, active from the 1980s onward, was largely designed for hard-currency export rather than domestic circulation — these coins were sold through foreign dealers and never entered the North Korean money supply. Schubert's inclusion in the series sits alongside other Western composers and cultural figures, part of a broad licensing strategy aimed at European collectors willing to pay a premium for novelty.

KM#935 is one of several culturally themed pieces struck that year under this program. Mintages were never officially disclosed.
