Issued to mark the fifth anniversary of Russia's 2014 annexation of Crimea — an event condemned by the United Nations General Assembly in Resolution 68/262, which affirmed Ukrainian territorial integrity and declared the referendum legally void. The Bank of Russia framed the coin as a "reunification" commemorative, language that carries obvious political freight. Nickel plated steel rather than any precious metal was a deliberate choice: a mass-circulation piece, not a collector's keepsake, designed to normalize the narrative through sheer volume of distribution.
