Issued as part of Egypt's commemorative series celebrating domestic industrial development, this piece marks the expansion of the Egyptian cement industry — a sector the Sadat government viewed as central to post-1973 reconstruction and the broader infitah economic liberalization policy. Portland cement production had become a visible metric of national rebuilding following the destruction of the October War years.
The series of which this forms a part was struck in relatively modest quantities and saw little circulation, which is why most survivors appear in uncirculated condition despite no official proof designation.
