The XIV. Armeekorps oversaw prisoner-of-war camps across the Baden region, and this Lagergeld was issued specifically to restrict the economic movement of inmates — prisoners could spend it only within camp canteens, preventing the accumulation of Reichsmark currency that might fund an escape. The system was legally grounded in the 1907 Hague Convention provisions governing prisoner treatment, which Germany formally observed, at least administratively, during the early war years.
Local printing in Karlsruhe kept production under military control. Survival rates for these small-denomination camp issues are unpredictable — some were destroyed on repatriation, others pocketed as curiosities by guards or released prisoners.
