Issued by the inspectorate overseeing prisoner-of-war camps in the III Army Corps district, this note was part of a parallel scrip economy designed to prevent PoWs from accumulating Reichsmark currency that could facilitate escape or black-market dealings with local civilians. The Cottbus camp held primarily Russian prisoners in this period, with numbers swelling after the mass surrenders on the Eastern Front in 1915 and 1916.
Ambrosius & Co. in Kirchhain handled a number of similar camp issues — a regional printer pressed into an unusual wartime role. The inspector's signature, Waldhausen, appears consistently across this series; his adjutant countersigns but was never formally documented in camp records that have survived.
