Struck to mark the twentieth anniversary of Ukrainian independence, declared on 24 August 1991 following the failed coup attempt against Gorbachev two days prior. The Ukrainian parliament's vote was nearly unanimous — 346 to 1 — and came at a moment when Soviet central authority had effectively collapsed, making the declaration less a revolutionary act than a formal acknowledgment of an already disintegrating union.
