Chernihiv Oblast was established on 15 October 1932 during Stalin's administrative reorganization of Soviet Ukraine, a restructuring that coincided almost exactly with the onset of the Holodomor famine — a detail the commemorative program does not foreground. The region itself is considerably older than its Soviet administrative boundaries suggest, anchored by a city that served as a major princely capital of Kievan Rus.

Ukraine's bimetallic 5 hryvnia circulation commemoratives of this period were issued in relatively modest quantities and, unlike the silver collector issues from the same program, were intended for actual use.
