Finland held the rotating presidency of the EU Council for the second half of 2006, its second such presidency since joining the Union in 1995. The commemorative was issued specifically to mark that six-month term, which ran July through December and coincided with negotiations over the EU's stalled constitutional reform process following the French and Dutch referendum rejections of 2005.
