The Latvian Parliament — the Saeima — held its first session on November 1, 1922, following the adoption of Latvia's constitution earlier that year. The coin marks the 95th anniversary of that event. Latvia had declared independence in 1918, but the constitutional framework that formalized parliamentary governance took four years of political negotiation to establish, interrupted by war and foreign occupation attempts, including the West Russian Volunteer Army's assault on Riga in 1919.
