Palau has issued commemorative silver under its agreement with the U.S. dollar system since 1992, leveraging its lack of a domestic mint and its status as a freely associated state to contract production through foreign facilities — most of these issues were struck in Germany or Poland. The St. Peter's series appeared the same year Pope Francis was elected, which almost certainly influenced the timing of Vatican-themed numismatic releases across multiple issuers that year.
