Obverse description The Coat of Arms of the Republic of Palau occupies the central field, depicted as a heraldic shield featuring a crowned Neptune holding a trident, accompanied by a mermaid, a treasure chest, and ocean waves, with the motto RAINBOW'S END inscribed on a scroll at the base. A traditional Palauan outrigger canoe with a paddler appears above the shield. Eight five-pointed stars are arranged in a semicircle around the periphery. The legend REPUBLIC OF PALAU arcs along the upper rim in Latin characters, and the denomination 5$ is inscribed at the bottom of the field.

Palau has issued commemorative silver under its agreement with the U.S. dollar system since 1992, leveraging its lack of a domestic mint and its status as a freely associated state to contract production through foreign facilities — most of these issues were struck in Germany or Poland. The St. Peter's series appeared the same year Pope Francis was elected, which almost certainly influenced the timing of Vatican-themed numismatic releases across multiple issuers that year.

KM#463 is one of several Palauan architectural religious issues from this period, a crowded market segment that saw secondary values decline sharply within years of release.
