Palau's "Rainbow of the Sea" belongs to a long-running series that began in 1992, making it one of the more enduring collector programs from a Pacific island nation whose entire land area is under 500 square kilometers. The legal tender status is nominal — Palau has used the US dollar as its currency since independence in 1994, so these issues were never intended for circulation.
KM#491 is a late entry in the series, by which point the line had expanded well beyond its original marine conservation framing into broader ocean-themed designs.
