Liberia's marine protection series from the mid-1990s was part of a broader wave of Liberian commemorative issues produced almost entirely for the collector export market — the country was in the middle of a devastating civil war at the time, and these coins were never intended for domestic circulation. The actual minting was contracted to foreign facilities, as Liberia had no functioning mint infrastructure of its own during this period.
