Cook Islands ran an extensive commemorative program throughout the 1990s, producing dozens of silver five-dollar pieces honoring American national parks and landmarks — a commercial series aimed squarely at the collector market rather than any domestic need. The Great Smoky Mountains, straddling the North Carolina–Tennessee border, became a U.S. national park in 1934 after a protracted land assembly effort that required the displacement of hundreds of Appalachian families, since most eastern parks lacked the federal land base available in the West.
