The Organization of State Agricultural Warehouses was a grain storage authority, not a bank — which makes this note an unusual example of commodity-adjacent scrip, its issuing body's legitimacy tied to physical stores of grain rather than any monetary reserve. The Far Eastern Republic would absorb the region in 1920, rendering most locally issued paper worthless within months of printing.
