Tatarstan's inclusion in Russia's regional commemorative rouble series reflects a long-running program the Bank of Russia has used since the 1990s to issue collector silver against the republics and oblasts of the federation. Tatarstan, the Volga-Ural republic whose capital Kazan fell to Ivan the Terrible in 1552 after a siege that effectively ended the last successor khanate to the Golden Horde, has appeared in this series more than once.
The 2020 date places this among the later issues in a program that had already run for over two decades by that point.
