Obverse description Central device features the State Emblem of the Russian Federation — a double-headed eagle displayed, crowned with three imperial crowns, holding an orb in the right talon and a sceptre in the left, with a shield on the breast depicting St. George slaying the dragon. The legend РОССИЙСКАЯ ФЕДЕРАЦИЯ (Russian Federation) arcs along the upper rim in Cyrillic. Below the eagle, in two lines, the issuer inscription БАНК РОССИИ / 3 РУБЛЯ (Bank of Russia / 3 Roubles) appears, with the date 2021 г. at the bottom. The fineness mark Ag 925 is inscribed to the lower left of the eagle, and the weight designation 31,1 together with the Saint Petersburg Mint mark (СПМД) appears to the lower right. Two decorative rhombus ornaments flank the eagle in the field.

Reverse description The central field features an outline map of the Kemerovo Oblast (Kuzbass region) rendered in detailed relief, depicting the topographical landscape within its borders. Overlaid on and around the map are symbolic vignettes representing the region's history and industry: to the upper left, coal mining machinery including an excavator and mine headframe; to the upper right, the silhouette of a chemical or metallurgical plant; at centre, a domed neoclassical building (the Transfiguration Cathedral in Kemerovo); to the lower right, a stylised sculptural group of a deer with a rider, referencing Scythian art of the region; and at lower centre, a mountainous landscape with trees and a traditional gate structure. The inscription 300 ЛЕТ / КУЗБАСС occupies the lower left field in bold Cyrillic lettering, flanked by the dates 1721 and 2021.
