Rozsnyó (today Rožňava in Slovakia) was an Upper Hungarian mining town with a long history of silver extraction, and its 1849 emergency notes were issued during the revolutionary war of independence against Habsburg rule — a period when the Hungarian government's own Kossuth-bankó notes were flooding the market but small change had effectively disappeared from circulation. Municipal and institutional scrip of this kind filled that vacuum across dozens of Hungarian towns simultaneously.
The pengő krajcár denomination reflects the transitional monetary language of the moment, straddling the older Austrian krajcár reckoning and the reformist Hungarian pengő system. Ambrus catalogues this as #271 among what is a genuinely large and heterogeneous group of 1848–49 provincial necessity issues, most of which survive in very small numbers.
