Thann — today firmly within the Haut-Rhin département of France — was German territory in 1914, and this Stadtgeld issue reflects the acute small-change shortage that hit German municipalities in the opening weeks of the war. Local emergency notes were rushed into use before any central coordination existed. The "annule" overstamp is the key detail here: it indicates the note was formally cancelled, almost certainly during the Franco-German administrative transition that followed Alsace's reversion to France after November 1918.
Cancelled survivors are actually the more historically coherent form of this note. Uncancelled examples raise questions about how they escaped redemption.
