Somalia had no functioning central government in 1999 — the state had effectively collapsed in 1991 following the fall of Siad Barre. The coins issued under the Somali name during this period were produced entirely for the international collector market, authorized by regional or quasi-governmental entities with limited legitimate claim to sovereign minting rights. Virtually none entered circulation within the country.
These equestrian-themed issues were part of a broader wave of Somali-branded collectibles struck at European mints in the late 1990s.
