The Siberian Provisional Government at Omsk operated under Admiral Kolchak's White Army administration from late 1918, and its treasury notes were a direct attempt to establish financial credibility for an anti-Bolshevik state that controlled a vast but unstable territory. The 250 Rouble denomination sits in the middle of a series that tried to mirror the familiar pre-revolutionary Russian note structure — a deliberate signal to a population being asked to trust paper issued by a government fighting for its life.
Kolchak's regime collapsed in early 1920. Notes printed at Omsk were abandoned as the Red Army advanced, and large quantities never reached full circulation. Surviving examples in used condition often show the handling of a war economy, not normal commerce.
