The Siberian Provisional Government at Omsk — effectively the White Army administration under Admiral Kolchak after November 1918 — issued this note as part of a parallel monetary system competing with both Bolshevik currency and a half-dozen other regional emissions circulating across the collapsing Russian state. The "Second Siberian Provisional Administration" designation distinguishes it from the earlier Siberian Regional Government issues that preceded Kolchak's coup.
Printed locally at Omsk under wartime conditions, the quality of paper and execution reflects the severe material shortages the White forces faced throughout 1919. By late that year, Kolchak's administration was in full retreat eastward; most of these notes became worthless within months of issue when Omsk fell to the Red Army in November 1919.
