Beschrijving voorzijde At left, a vertical ornamental panel contains the denomination numeral '250' alongside a double-headed eagle vignette within an elaborate foliate cartouche. The remainder of the note is text-dominant, bearing a central Cyrillic treasury obligation inscription in letterpress, with signature lines for the Director of the State Treasury Department, the Chief of the Accounting Division, and the Accountant. Issue date and place 'Омск, 1 Февраля 1919 г.' appear at the lower right, with the maturity date 'Срок 1 Февраля 1920 г.' at the upper centre.

The Siberian Provisional Government at Omsk was Admiral Kolchak's financial base of operations during the civil war, and the State Treasury notes it issued in 1919 were backed — at least nominally — by a portion of the imperial gold reserve his forces had seized from the Bolsheviks at Kazan in 1918. That gold underpinned Kolchak's credibility with Allied creditors far more than it stabilized local currency confidence.

By late 1919, White forces were collapsing across Siberia, and much of this issue never reached meaningful circulation before the regime disintegrated. Kolchak was captured in January 1920 and executed in February, leaving the notes worthless within weeks of printing.
