The Siberian Provisional Government at Omsk was Admiral Kolchak's financial base of operations during the civil war, and the State Treasury notes it issued in 1919 were backed — at least nominally — by a portion of the imperial gold reserve his forces had seized from the Bolsheviks at Kazan in 1918. That gold underpinned Kolchak's credibility with Allied creditors far more than it stabilized local currency confidence.
By late 1919, White forces were collapsing across Siberia, and much of this issue never reached meaningful circulation before the regime disintegrated. Kolchak was captured in January 1920 and executed in February, leaving the notes worthless within weeks of printing.
