The Provisional Government of Siberia — the anti-Bolshevik administration operating out of Omsk under Admiral Kolchak from late 1918 — issued this note during one of the more chaotic monetary situations of the Russian Civil War. Multiple competing authorities were simultaneously printing currency across the former empire, and Siberian notes circulated alongside Kerensky notes, Romanov-era issues, and a variety of local scrip, all at wildly unstable exchange ratios.
Printing at Omsk was logistically strained throughout 1919. As the Red Army advanced east, the Kolchak government retreated along the Trans-Siberian Railway — Omsk itself fell in November 1919 — and much of the late-issue currency never reached meaningful circulation before the administration collapsed entirely.
